<p>Jenny and David talk about &#8216;dipping the toe in the water&#8217; to bring together the data collected held and collected by voluntary and community organisations in the UK, and support civil society to contribute to and benefit from open data for the public sphere.</p>
<blockquote><p>We had this idea that open data was the next big thing for the voluntary sector and possibly something that could really help organisations to change the way they run themsevles and the work they do&#8230; but we also knew the sector was starting from scratch.</p></blockquote>

<p>Jenny is the Research Manager for the NCVO and has managed NCVO’s quantitative research programme since 2008. Jenny has specialist skills in <a href="http://www.ncvo-vol.org.uk/workforce">labour market analysis</a>, survey design and data analysis and has written a number of user friendly research publications including the <a href="http://www.ncvo-vol.org.uk/almanac">NCVO Almanac series</a>.  Jenny has nine years research experience within a public policy department and holds an MSc with distinction in Advanced Social Research Methods and Statistics.</p>

<p>David Kane is a research officer, leading on the quantitative analysis of data for NCVO’s work on the size and scope of civil society, and is an author of the <a href="http://www.ncvo-vol.org.uk/almanac">UK Civil Society Almanac</a> 2008, 2009, 2010 and 2012, the State and the Voluntary Sector and the UK Voluntary Sector Almanac 2007. David leads NCVO’s involvement in research to classify voluntary sector organisations and in open data.</p>

			<content:encoded><![CDATA[<p>The Sunlight Foundation brings together developers, journalists and citizens to explore issues of transparency and openness in the public sphere.</p>
<p>Sunlight&#8217;s Director of Policy John Wonderlich shares national and international perspectives on open government, where collaboration between government and civil society, and good decision-making about data are the next open government frontiers for public agencies.</p>
<p>John also highlights key learnings from their 2012 Transparency Camp as well as the Open Government Partnership meeting in Brazil.</p>
<blockquote><p>A vision for open government has to be developed collaboratively or else it&#8217;s not open government &#8211; it&#8217;s going to turn into something else because there&#8217;s lots of different kinds of stakeholders. In a sense, it&#8217;s one of the broadest issues imaginable becuase anyone who works on any other kind of issue us going to have a stake in open government.</p></blockquote>

<p>John Wonderlich is the policy director for the Sunlight Foundation and one of the nation&#8217;s foremost advocates for open government. John spearheads Sunlight&#8217;s goal of changing the government by opening up key data sources and information to make government more accountable to citizens. He is one of the foremost authorities on transparency policy, from legislation and accountability in Congress to ethics and information policy in the executive branch.</p>
<p>John has spoken internationally on technology and transparency and has testified before the Senate Homeland Security and Government Affairs Committee and the House Energy and Commerce Committee. He has appeared on NPR, Fox News and C-SPAN, and his expertise has been cited by The New York Times, The Washington Post and other media outlets..</p>

<p>Government relations expert, Jean-François Gauthier has worked in the strategic ICT support field since 2004. Passionate about public affairs and technology, Jean-François is an advocate of leveraging of technology for more efficient public service.</p>
<p>Until recently a strategic advisor to the Office of the Chief of Information, he is now working on initiatives to support innovation in the public service. Jean-François has also worked in several political offices and in public administration.</p>
<h4>À propos de Jean-François Gauthier</h4>
<p>Expert en relations gouvernementales, Jean-François Gauthier œuvre en accompagnement stratégique dans le domaine des TI depuis 2004. Passionné de la chose publique et de technologies, Jean-François souhaite contribuer à la mise à profit plus efficiente des technologies pour le service public. Clairement orienté business, les technologies doivent demeurer selon lui un moyen d’optimiser les processus d’affaires. Devant le dialogue de sourd encore trop présent entre les lignes d’affaires et les technologues, celui-ci souhaite contribuer à redonner le goût, des leviers et des moyens concrets aux décideurs publics de se réapproprier leur technologies.</p>
<p>Jusqu’à tout récemment conseiller stratégique auprès du bureau du dirigeant principal de l’information, il travaille à définir la vision d’affaires qui permettra de redonner l’enthousiasme et le goût d’innover en serviteurs public. Avant de se joindre à Loran, Jean-François a travaillé dans de petites moyennes et grandes entreprises en technologies ce qui lui a permis de bien saisir les enjeux liés tant aux services partagés qu’aux difficultés d’accès au marché gouvernemental. Il a aussi précédemment œuvré comme lobbyiste conseil, après avoir travaillé plusieurs années dans plusieurs cabinets politiques et dans l’administration publique. Depuis des derniers mois Jean-François se spécialise en Open Data et Open Gov et propose avec Loran une offre de service d’accompagnement pour les organismes publics qui souhaitent se donner plus de transparence, mettre à profit leur capital informationnel et économiser sur les coûts actuels de leurs dépenses en ressources informationnelles.</p>

Moore the Government in the Lab initiative, an open government multilateral partnership project for States that share the French language, which was proposed to the government of Quebec in March 2011. The project aims at the participation of 39 countries and 977 of their towns.</p>
<p>Since November 2011, Lyne has been an &#8220;Engagement Manager&#8221; of the Edgeryders think tank on youth and transition, run by the Council of Europe. In February 2012, she joined the 2.0 Committee of the Institute for Consciousness Research, whose mission is to raise awareness that science is about to make a monumental breakthrough, which will help to unlock a new real human potential. She hopes to apply this empowerment to open government and other spheres of society.</p>

<p>Depuis novembre 2011, elle est &#8220;Engagement manager&#8221; dans l’équipe du groupe de réflexion Edgeryders sur les jeunes et la transition, piloté par le Conseil de l’Europe. En février 2012, elle a rejoint le Comité 2.0 de l’Institute for Consciousness Research, qui a pour mission de faire prendre conscience le fait que la science est sur le point d’effectuer une percée monumentale, qui permettra de faire débloquer un nouveau réel potentiel humain, qu’elle souhaite voir s’appliquer au gouvernement ouvert et à d’autres sphères de la société.</p>

			<content:encoded><![CDATA[<p>In the countdown to the OGP2012 forum in Brasilia, Tiago Peixoto from the World Bank Institute&#8217;s ICT4Gov program discusses the value, opportunities and challenges of participatory budgeting, offering some advice on making sure a PB program starts off on the right track:</p>
<blockquote><p>A successful participatory budgeting program is one that delivers what has been decided&#8230; It is very fashionable right now to use technology to engage with citizens, but you&#8217;re not able or willing to respond to citizens, then don&#8217;t engage with them.</p></blockquote>
<p>Tiago also emphasises the escalating impact of mobile technologies to enable a more inclusive participatory budgeting program:</p>
<blockquote><p>One of the things that you see is&#8230; the power of using mobile phones for citizen participation&#8230;We&#8217;ve been in areas where citizens walk further to charge their mobile phones than they walk to get water!</p></blockquote>

<p>Tiago Peixoto is an Open Government specialist in the ICT4Gov program of the World Bank Institute.  Having worked for 10 years as a practitioner and researcher in the field of ICT and participatory governance, Tiago is currently an open government specialist at the ICT4Gov program of WBI’s Open Government cluster. Prior to joining the Bank, Tiago has managed projects and worked as an advisor and consultant for various organizations in the field of participation and technology, such as the European Commission, OECD, the United Nations, and the Brazilian and UK governments. He is also research coordinator of the Electronic Democracy Centre, a joint venture of the European University Institute, the University of Zurich and the Oxford Internet Institute of the University of Oxford.</p>

In this special countdown episode, the White House&#8217;s Chris Vein and NASA&#8217;s Nicholas Skytland return to Gov 2.0 Radio.</p>
<p>April 2012 will see the inaugural Open Government Partnership forum of 54 nations in Brasilia, as well as the OGP/NASA International Space Apps Challenge with events in 25 cities across every continent, including Antarctica and the International Space Station.</p>

<p>Chris Vein, Deputy US CTO for Government Innovation and Nicholas Skytland, head of NASA’s Open Government Initiative, discuss how momentum for open government and open data is building internationally within policy leadership and also practical on-the-ground problem-solving events and initiatives.</p>
<p>Chris Vein shares some insights into how open data and code-a-thon events are a useful &#8216;sensemaking&#8217; tool for open government, and ways in which this can turn into sustainable innovation inside governments. He encourages public sector agencies to&#8230;</p>
<blockquote><p>&#8230;find groups of people, bring them together around an issue or problem that needs to be fixed, then step out of the way and let the collective energy of the people in the room come together and really take that data and solve things in creative and imaginative ways that we would never have done ourselves.</p></blockquote>
<p>Nicholas Skytland talks about the inspiration and background to the initiative, which currently has 25 cities, around 70 organizations and more than 800 people across the world signed up to participate.</p>
<blockquote><p>You&#8217;re able to solve challenges that might take months to do in government, but only take a weekend when you get the right people in the room together.</p></blockquote>

Prior to joining the White House, Chris was the Chief Information Officer (CIO) for the City and County of San Francisco where he led the City in becoming a national force in the application of new media platforms, use of open source applications, creation of new models for expanding digital inclusion, emphasizing “green” technology, and transforming government.</li>

			<content:encoded><![CDATA[<p>David Eaves was special guest keynote at the OECD High Level Meeting on e-Government held in Mexico City on 26-27 March 2012.  This National e-Leaders gathering focused on &#8216;New ICT Solutions for Public Sector Agility&#8217; and explored opportunities to develop digital governance mechanisms for better public services, agile public sectors, more efficient spending and inclusive democracies.</p>
<p>John Wells chats to David about his reflections inspired by the meeting, and his perspectives on the value of these intergovernmental gatherings to people working in the trenches. This opens up a wider discussion about the ways that governments create and leverage roles such as CIO and CTO, and what this communicates about a Government&#8217;s attitude towards technology.</p>
<blockquote><p>I think we&#8217;re at a really interesting place around the role of ICT in government&#8230;I always like to look to see where the CIO sits in the org chart &#8211; it&#8217;s a very &#8216;old school&#8217; thing to do, but it tells you a lot about how that government understands technology.</p></blockquote>

<p>David is a public policy entrepreneur, open government activist and negotiation expert and frequent <a href="http://eaves.ca/speeches/" target="_blank">speaker on these topics</a>. He is retained by several governments to advise on open government and open data, works with two spin-offs of the <a title="The Harvard Negotiation Project" href="http://www.pon.harvard.edu/hnp/" target="_blank">Harvard Negotiation Project</a>, and advises businesses on open source strategies and community management. Three years ago David advised the Mayor of Vancouver on Open Government and Open Data and <a href="http://eaves.ca/2009/05/14/vancouver-enters-the-age-of-the-open-city/" target="_blank">helped draft the Open Motion</a>. He has also launched a number of open data projects including <a href="http://recollect.net/" target="_blank">Recollect.net</a> and <a href="http://emitter.ca/" target="_blank">emitter.ca</a>.</p>

<p>Host Allison Hornery is joined by Salem Al Shair Al Suwaidi, the Director General of Emirates eGovernment to talk about the journey of the Emirates to reach their current ranking by UNPAN&#8217;s recent eGovernment survey as #1 in the Arab region.</p>
<p>Mr Salem shares his candid insights into the challenges and benefits of eGovernment for federal agencies, city governments, local entrepreneurs and citizens.</p>
<blockquote><p>When we started we had a very small team, however it was a team of highly motivated professionals and we had &#8216;removed the rooftop&#8217; for creativity and innovation, and I think that&#8217;s what has put us at the forefront. We could not have achieved what we have if it wasn&#8217;t for opening the roof and having everybody chip in.</p></blockquote>

<p>H. E. Salem Khamis Al Shair Al Suwaidi is the Telecommunications Regulatory Authority (TRA)&#8217;s Deputy Director General for Information and eGovernment.</p>
<p>In August, 2008, H. H. Sheikh Khalifa bin Zayed Al Nahyan,  President of the United Arab Emirates appointed Al Suwaidi  as Director General of the General Information Authority (which was later merged with the TRA) and tasked him with the activation of the eGovernment programme at the federal level in the UAE.</p>
<p><img class="alignleft size-full wp-image-3299" title="UAE_agencies" src="http://gov20radio.com/wp-content/uploads/2012/03/UAE_agencies.png" alt="UAE agencies" width="150" height="394" />Prior to that, Al Suwaidi held the position of eServices Director at Dubai eGovernment between 2000 and 2008, where he led the e-Governance transformation in Dubai government and contributed in raising the community’s e-literacy level to facilitate a new knowledge-based society in Dubai.</p>
<p>Al Suwaidi’s achievements and successes were recognised by various awards and honours. In April 2009, he received The Feigenbaum Leadership Excellence Award which is dedicated to honour men and women in the Arab World for their exemplary leadership in driving their organisations to fulfil their roles in business and society.</p>
<p>In September 2011, Al Suwaidi was granted the Arab eGovernment Pioneer Award by the Pan Arab Internet Academy and the Arab Administrative Development Organisation.</p>

<li>Julio Gonzalez Altamirano is the founder and a key leader in the Open Austin network, working closely with the City to support greater open govenrment outcomes and mobilizing local citizens to participate in Open Austin activities.</li>
<li>Matt Esquibel is Programmer Analyst Supervisor for Internet/Intranet Web Design in the Office of Communications &amp; Technology Management at the City of Austin in Texas. Matt has been leading the open government initiatives for the City of Austin, and is the key liaison point with the Open Austin community.</li>
