<p>Sunlight&#8217;s Director of Policy John Wonderlich shares national and international perspectives on open government, where collaboration between government and civil society, and good decision-making about data are the next open government frontiers for public agencies.</p>
<p>John also highlights key learnings from their 2012 Transparency Camp as well as the Open Government Partnership meeting in Brazil.</p>
<blockquote><p>A vision for open government has to be developed collaboratively or else it&#8217;s not open government &#8211; it&#8217;s going to turn into something else because there&#8217;s lots of different kinds of stakeholders. In a sense, it&#8217;s one of the broadest issues imaginable becuase anyone who works on any other kind of issue us going to have a stake in open government.</p></blockquote>

<p>John Wonderlich is the policy director for the Sunlight Foundation and one of the nation&#8217;s foremost advocates for open government. John spearheads Sunlight&#8217;s goal of changing the government by opening up key data sources and information to make government more accountable to citizens. He is one of the foremost authorities on transparency policy, from legislation and accountability in Congress to ethics and information policy in the executive branch.</p>
<p>John has spoken internationally on technology and transparency and has testified before the Senate Homeland Security and Government Affairs Committee and the House Energy and Commerce Committee. He has appeared on NPR, Fox News and C-SPAN, and his expertise has been cited by The New York Times, The Washington Post and other media outlets..</p>

			<content:encoded><![CDATA[<p>Dr Don Lenihan explores the breadth of issues and some of the common misconceptions around engagement and co-design, including “who” needs to be engaged and “how”.</p>
<p>In this wide-ranging episode, Don challenges many assumptions such as the use of online/social tools; “public” vs “citizen” engagement; and the role of citizens as well as policy-makers in the co-design process.  Don also overviews the “<em>Co-design Community Engagement Prototype</em>” developed this year with Australian Federal and Local Government organisations.</p>
<blockquote><p>I think there&#8217;s a growing awareness, especially among public servants, that the processes we have are not adequate &#8211; we need public engagement as a way of dealing with complexity, but it&#8217;s still perceived to be a risky business.</p></blockquote>

<p>Don Lenihan is Vice President, Engagement at the Public Policy Forum in Ottawa, Canada. He is an internationally recognized expert on democracy and public engagement, accountability and service delivery. From 2009 – January 2012, he led the Public Engagement Project (PEP), a research and capacity-building project involving some 500 public servants from nine federal, provincial/territorial and municipal governments, and the Government of Australia.</p>
<p><img class="alignright size-full wp-image-3982" title="rescue policy" src="http://gov20radio.com/wp-content/uploads/2012/05/rescue-policy.jpg" alt="rescue policy" width="150" height="205" />Don is also the author of “<a href="http://www.ppforum.ca/rescuing-policy" target="_blank">Rescuing Policy: The Case for Public Engagement</a>” <em>, </em>a new book published by Public Policy Forum, which is the result of the Public Engagement Project, a two-year dialogue and capacity-building project on public engagement that involved nine federal, provincial and municipal governments in Canada, the Government of Australia and some 500 public servants. Its premise is that as public policy issues are becoming increasingly complex, the process by which governments make decisions about them has not kept pace.</p>
<p>Don has over 25 years of experience in the field as a project leader, writer, speaker, senior government advisor, trainer and facilitator. Throughout his career, he has developed and led many research and consultation projects involving senior public servants, academics, elected officials, journalists and members of the private and third sectors. He is the author of numerous articles, studies and books, a former columnist with the Hill Times newspaper in Ottawa, and is a regular columnist for iPolitics. He earned his PhD in political theory from the University of Ottawa.</p>

			<content:encoded><![CDATA[<p>In &#8220;<a href="http://www.lowyinstitute.org/Publication.asp?pid=1795" target="_blank">Revolution @ State</a>&#8221; Fergus Hanson &#8211; Visiting Fellow from The Brookings Institution &#8211; explores practical cases of what US Secretary of State Hillary Rodham Clinton has called &#8216;creative diplomacy&#8217; and 21<sup>st</sup> Century Statecraft.</p>
<p>A useful reference for agencies of all sizes, this wide-ranging report describes how the US Department of State has infused the use of connective tech through all aspects of their mission in a whole-of-organization approach, from operational development through to public diplomacy.</p>
<blockquote><p>It became apparent that the US State Department was in a league of its own&#8230; there was a real cultural difference I think where the Department had really taken a position on modernizing.</p></blockquote>

<p>Fergus Hanson is the Director of Polling at the Lowy Institute and is currently a Visiting Fellow in e-diplomacy at the Brookings Institution in Washington DC. He has a Masters in International Law from the University of Sydney and his published thesis focused on regional stability in the Pacific.</p>
<p>Fergus worked for the Department of Foreign Affairs and Trade (DFAT) from 2004 to 2007. From 2005 to 2007 he served at the Australian Embassy in The Hague where he was responsible for Australia’s relations with five international legal organisations and domestic political issues.</p>
<p>Prior to joining DFAT he was a fellow at Cambridge University’s Lauterpacht Research Centre for International Law. Fergus has also studied at Uppsala University.</p>
<p>Fergus was a visiting Vasey Fellow at the Center for Strategic and International Studies, Pacific Forum from November 2010 to January 2011. He was awarded a 2011 Professional Fulbright scholarship to pursue further research on e-diplomacy and the use of opinion polling by foreign ministries at Georgetown University.</p>

			<content:encoded><![CDATA[<p>In our first multi-lingual episode, Allison Hornery and guest co-host Lyne Robichaud speak with Jean-François Gauthier from Démocratie Ouverte about the recent GouvCamp Paris, including plans to form a foundation, in the vein of the Sunlight Foundation and the Open Knowledge Foundation, to support greater Open Government take-up by Francophone countries.</p>
<blockquote><p>Democracy is something that is fragile and it’s something we have to be concerned about, and we have to take action to reinforce democracy in society…it’s important to put bridges between political people and civil society.</p></blockquote>
<h4><img class="alignright size-full wp-image-3917" title="jfgauthier_150" src="http://gov20radio.com/wp-content/uploads/2012/05/jfgauthier_150.jpg" alt="" width="150" height="150" />About Jean-François Gauthier</h4>
<p>Government relations expert, Jean-François Gauthier has worked in the strategic ICT support field since 2004. Passionate about public affairs and technology, Jean-François is an advocate of leveraging of technology for more efficient public service.</p>
<p>Until recently a strategic advisor to the Office of the Chief of Information, he is now working on initiatives to support innovation in the public service. Jean-François has also worked in several political offices and in public administration.</p>
<h4>À propos de Jean-François Gauthier</h4>
<p>Expert en relations gouvernementales, Jean-François Gauthier œuvre en accompagnement stratégique dans le domaine des TI depuis 2004. Passionné de la chose publique et de technologies, Jean-François souhaite contribuer à la mise à profit plus efficiente des technologies pour le service public. Clairement orienté business, les technologies doivent demeurer selon lui un moyen d’optimiser les processus d’affaires. Devant le dialogue de sourd encore trop présent entre les lignes d’affaires et les technologues, celui-ci souhaite contribuer à redonner le goût, des leviers et des moyens concrets aux décideurs publics de se réapproprier leur technologies.</p>
<p>Jusqu’à tout récemment conseiller stratégique auprès du bureau du dirigeant principal de l’information, il travaille à définir la vision d’affaires qui permettra de redonner l’enthousiasme et le goût d’innover en serviteurs public. Avant de se joindre à Loran, Jean-François a travaillé dans de petites moyennes et grandes entreprises en technologies ce qui lui a permis de bien saisir les enjeux liés tant aux services partagés qu’aux difficultés d’accès au marché gouvernemental. Il a aussi précédemment œuvré comme lobbyiste conseil, après avoir travaillé plusieurs années dans plusieurs cabinets politiques et dans l’administration publique. Depuis des derniers mois Jean-François se spécialise en Open Data et Open Gov et propose avec Loran une offre de service d’accompagnement pour les organismes publics qui souhaitent se donner plus de transparence, mettre à profit leur capital informationnel et économiser sur les coûts actuels de leurs dépenses en ressources informationnelles.</p>
<h4><img class="alignright size-full wp-image-3916" title="lyne" src="http://gov20radio.com/wp-content/uploads/2012/05/lyne.jpg" alt="" width="150" height="150" />About Lyne Robichaud</h4>
<p>Passionate about open government for several years, analyst and web project manager co-designed with John F. Moore the Government in the Lab initiative, an open government multilateral partnership project for States that share the French language, which was proposed to the government of Quebec in March 2011. The project aims at the participation of 39 countries and 977 of their towns.</p>
<p>Since November 2011, Lyne has been an &#8220;Engagement Manager&#8221; of the Edgeryders think tank on youth and transition, run by the Council of Europe. In February 2012, she joined the 2.0 Committee of the Institute for Consciousness Research, whose mission is to raise awareness that science is about to make a monumental breakthrough, which will help to unlock a new real human potential. She hopes to apply this empowerment to open government and other spheres of society.</p>

<p>Passionnée pour le gouvernement ouvert depuis plusieurs années. Analyste et gestionnaire de projets Internet. En décembre 2010, elle conçoit avec John F Moore, de Government in the Lab (Boston, États-Unis), un projet de partenariat multilatéral de gouvernement ouvert s’adressant aux États ayant le français en partage, qui a été proposé au gouvernement du Québec en mars 2011. Le projet vise 39 pays et 977 de leurs villes.</p>
<p>Depuis novembre 2011, elle est &#8220;Engagement manager&#8221; dans l’équipe du groupe de réflexion Edgeryders sur les jeunes et la transition, piloté par le Conseil de l’Europe. En février 2012, elle a rejoint le Comité 2.0 de l’Institute for Consciousness Research, qui a pour mission de faire prendre conscience le fait que la science est sur le point d’effectuer une percée monumentale, qui permettra de faire débloquer un nouveau réel potentiel humain, qu’elle souhaite voir s’appliquer au gouvernement ouvert et à d’autres sphères de la société.</p>

			<content:encoded><![CDATA[<p>Amanda Eamich from the US Department of Agriculture joins us to share some insights into her approach to including new media as part of the communications mix for the Department.</p>
<blockquote><p>I always stress that we have an &#8220;And / Also&#8221; approach &#8211; we&#8217;re not going to throw out talking to newspapers and radio &#8211; these channels are extremely important, particularly in the agricultural industry and communities.</p></blockquote>
<p>Amanda also talks about how to infuse innovation, open government and new media channels into the broader activities of the Department:</p>
<blockquote><p>We definitely think through the entire lifecycle before jumping into any new tool or service, just to make sure we understand it fully and how it will help us achieve whatever the particular objectives are.</p></blockquote>

<p>Amanda serves the U.S. Department of Agriculture as the Director of Web Communications, Office of Communications. Here she manages the Department&#8217;s web site and new media operations and strategic planning. The policies and programs of the USDA impact the lives of Americans every day – from food, agriculture, and science to natural resources – and there is an ever-present opportunity to communicate our mission effectively using new media. New media provides an outstanding opportunity for USDA to connect with consumers, customers and employees in new and interesting ways on a wide variety of topics and issues.</p>
<p>Recent efforts include the Know Your Farmer, Know Your Food social media outreach, MyPlate, Apps for Healthy Kids competition, Open Gov efforts and developing overall strategic guidance for a wide range of communication campaigns throughout the Department.</p>
<p>Prior to joining the Office of Communications, Amanda served as a press officer for the USDA’s Food Safety and Inspection Service.</p>

			<content:encoded><![CDATA[<p>As the use of social and digital tools in the public sector increases, UK digital engagement advisor Steph Gray is helping to answer some of the knotty questions about how to maximise the value of digital engagement efforts and investment.  In March 2012, he launched the <a href="http://www.digitalengagement.info" target="_blank">Digital Engagement Guide</a>, a collection of ideas and practical help to use digital and social media in the public sector.</p>
<blockquote><p>Digital engagement is about embracing the fact that these digital channels are interactive &#8211; that when you put something out there people reply to you: you need to answer questions, you need to respond to criticism, you need to engage in discussions that are already happening in places that you don&#8217;t control.</p></blockquote>

<p>Steph is a digital engagement strategist and practitioner. In plain English: he writes digital strategies, manages projects, builds websites and delivers training and mentoring.</p>
<p>Steph was formerly Head of Digital Communications at the Department for Business, Innovation and Skills, leading a team managing corporate websites, digital engagement/social media, online public service delivery and internal digital channels. Under his leadership, the team earned a reputation across and beyond Government for practical innovation in support of the Department’s work, including pioneering approaches to online consultation, work with online communities and social media monitoring.</p>
<p>Steph is now a consultant, developer and coach to clients, helping them to use low-cost digital tools and techniques including social media to engage their audiences, work more collaboratively and save money. About half his work is still with UK central government. He also hosts a number of events aimed at digital practitioners, including MailCamp, a seminar on public sector email marketing and UKGovcamp, which brings together over 200 people interested in the public sector’s use of digital.</p>

			<content:encoded><![CDATA[<p>In the countdown to the OGP2012 forum in Brasilia, Tiago Peixoto from the World Bank Institute&#8217;s ICT4Gov program discusses the value, opportunities and challenges of participatory budgeting, offering some advice on making sure a PB program starts off on the right track:</p>
<blockquote><p>A successful participatory budgeting program is one that delivers what has been decided&#8230; It is very fashionable right now to use technology to engage with citizens, but you&#8217;re not able or willing to respond to citizens, then don&#8217;t engage with them.</p></blockquote>
<p>Tiago also emphasises the escalating impact of mobile technologies to enable a more inclusive participatory budgeting program:</p>
<blockquote><p>One of the things that you see is&#8230; the power of using mobile phones for citizen participation&#8230;We&#8217;ve been in areas where citizens walk further to charge their mobile phones than they walk to get water!</p></blockquote>

<p>Tiago Peixoto is an Open Government specialist in the ICT4Gov program of the World Bank Institute.  Having worked for 10 years as a practitioner and researcher in the field of ICT and participatory governance, Tiago is currently an open government specialist at the ICT4Gov program of WBI’s Open Government cluster. Prior to joining the Bank, Tiago has managed projects and worked as an advisor and consultant for various organizations in the field of participation and technology, such as the European Commission, OECD, the United Nations, and the Brazilian and UK governments. He is also research coordinator of the Electronic Democracy Centre, a joint venture of the European University Institute, the University of Zurich and the Oxford Internet Institute of the University of Oxford.</p>

NASA&#8217;s Nicholas Skytland and Alicia Llewellyn preview the NASA Open Government Plan 2.0 which highlights the progress that NASA has made in the Open Government arena, and plots a course for the future.  Nicholas and Alicia talk about some of the influences and inspirations for the new-style plan, and share with listeners an insight into the process of embedding Open Government into the culture of the agency.</p>

<li>Nicholas Skytland is a NASA engineer, designer, entrepreneur, and advocate for NASA’s Open Government Initiative. He has a passion for engaging all generations in the adventure of space exploration and is continually working to help NASA embrace new technologies, increase public participation and innovate on how the Agency does business. Combining elements of space exploration, science, technology, visual art and storytelling, Nicholas is well known for many of his presentations promoting NASA, the human space program, participatory exploration and the Open Government initiative.</li>

<ul>
<li>Ali Llewellyn is OpenGov Community Advocate at NASA.  Ali has almost 5 years of experience at NASA, developing better and more open business processes, telling stories about NASA’s exciting life sciences work, bridging the gap between generations in the workforce on use of technology, and co-leading an international education outreach pilot project encouraging students to “train like an astronaut.” She has a bachelor’s degree in classics from the University of Texas and studied cross-cultural communication and people movements in graduate school.</li>
