In our first multi-lingual episode, Allison Hornery and guest co-host Lyne Robichaud speak with Jean-François Gauthier from Démocratie Ouverte about the recent GouvCamp Paris.

In our first multi-lingual episode, Allison Hornery and guest co-host Lyne Robichaud speak with Jean-François Gauthier from Démocratie Ouverte about the recent GouvCamp Paris, including plans to form a foundation, in the vein of the Sunlight Foundation and the Open Knowledge Foundation, to support greater Open Government take-up by Francophone countries.

Democracy is something that is fragile and it’s something we have to be concerned about, and we have to take action to reinforce democracy in society…it’s important to put bridges between political people and civil society.

About Jean-François Gauthier

Government relations expert, Jean-François Gauthier has worked in the strategic ICT support field since 2004. Passionate about public affairs and technology, Jean-François is an advocate of leveraging of technology for more efficient public service.

Until recently a strategic advisor to the Office of the Chief of Information, he is now working on initiatives to support innovation in the public service. Jean-François has also worked in several political offices and in public administration.

About Lyne Robichaud

Passionate about open government for several years, analyst and web project manager co-designed with John F. Moore the Government in the Lab initiative, an open government multilateral partnership project for States that share the French language, which was proposed to the government of Quebec in March 2011. The project aims at the participation of 39 countries and 977 of their towns.

Since November 2011, Lyne has been an “Engagement Manager” of the Edgeryders think tank on youth and transition, run by the Council of Europe. In February 2012, she joined the 2.0 Committee of the Institute for Consciousness Research, whose mission is to raise awareness that science is about to make a monumental breakthrough, which will help to unlock a new real human potential. She hopes to apply this empowerment to open government and other spheres of society.

In the countdown to the OGP2012 forum in Brasilia, Tiago Peixoto from the World Bank Institute's ICT4Gov program discusses the value, opportunities and challenges of participatory budgeting.

In the countdown to the OGP2012 forum in Brasilia, Tiago Peixoto from the World Bank Institute’s ICT4Gov program discusses the value, opportunities and challenges of participatory budgeting, offering some advice on making sure a PB program starts off on the right track:

A successful participatory budgeting program is one that delivers what has been decided… It is very fashionable right now to use technology to engage with citizens, but you’re not able or willing to respond to citizens, then don’t engage with them.

Tiago also emphasises the escalating impact of mobile technologies to enable a more inclusive participatory budgeting program:

One of the things that you see is… the power of using mobile phones for citizen participation…We’ve been in areas where citizens walk further to charge their mobile phones than they walk to get water!

About Tiago Peixoto

David Eaves was special guest keynote at the OECD High Level Meeting on e-Government held in Mexico City on 26-27 March 2012. This National e-Leaders gathering focused on ‘New ICT Solutions for Public Sector Agility’ and explored opportunities to develop digital governance mechanisms for better public services, agile public sectors, more efficient spending and inclusive democracies.

John Wells chats to David about his reflections inspired by the meeting, and his perspectives on the value of these intergovernmental gatherings to people working in the trenches. This opens up a wider discussion about the ways that governments create and leverage roles such as CIO and CTO, and what this communicates about a Government’s attitude towards technology.

I think we’re at a really interesting place around the role of ICT in government…I always like to look to see where the CIO sits in the org chart – it’s a very ‘old school’ thing to do, but it tells you a lot about how that government understands technology.

About David Eaves

David is a public policy entrepreneur, open government activist and negotiation expert and frequent speaker on these topics. He is retained by several governments to advise on open government and open data, works with two spin-offs of the Harvard Negotiation Project, and advises businesses on open source strategies and community management. Three years ago David advised the Mayor of Vancouver on Open Government and Open Data and helped draft the Open Motion. He has also launched a number of open data projects including Recollect.net and emitter.ca.

David blogs regularly at eaves.ca where you can read more about his projects and upcoming speaking engagements.

Host Allison Hornery is joined by Salem Al Shair Al Suwaidi, the Director General of Emirates eGovernment to talk about the journey of the Emirates to reach their current ranking by UNPAN’s recent eGovernment survey as #1 in the Arab region.

Mr Salem shares his candid insights into the challenges and benefits of eGovernment for federal agencies, city governments, local entrepreneurs and citizens.

When we started we had a very small team, however it was a team of highly motivated professionals and we had ‘removed the rooftop’ for creativity and innovation, and I think that’s what has put us at the forefront. We could not have achieved what we have if it wasn’t for opening the roof and having everybody chip in.

About Salem Al Shair Al Suwaidi

H. E. Salem Khamis Al Shair Al Suwaidi is the Telecommunications Regulatory Authority (TRA)’s Deputy Director General for Information and eGovernment.

In August, 2008, H. H. Sheikh Khalifa bin Zayed Al Nahyan, President of the United Arab Emirates appointed Al Suwaidi as Director General of the General Information Authority (which was later merged with the TRA) and tasked him with the activation of the eGovernment programme at the federal level in the UAE.

Prior to that, Al Suwaidi held the position of eServices Director at Dubai eGovernment between 2000 and 2008, where he led the e-Governance transformation in Dubai government and contributed in raising the community’s e-literacy level to facilitate a new knowledge-based society in Dubai.

Al Suwaidi’s achievements and successes were recognised by various awards and honours. In April 2009, he received The Feigenbaum Leadership Excellence Award which is dedicated to honour men and women in the Arab World for their exemplary leadership in driving their organisations to fulfil their roles in business and society.

In September 2011, Al Suwaidi was granted the Arab eGovernment Pioneer Award by the Pan Arab Internet Academy and the Arab Administrative Development Organisation.

A ‘Crazy and Fascinating’ Vision: On May 3, 2008, in one of the world’s pivotal moments for tech-enabled mass collaboration, 40,000 volunteers removed all of the garbage in the country of Estonia in just one day. Since then, similar “Let’s Do It” cleanups have been completed throughout Europe and across the world. Today, the visionary Estonian organizers behind that action have a bigger goal: Clean up illegal dumping, polluted waterways and countrysides across the whole world, state by state, nation by nation, in single days of action staged from March to September 2012. Irmelin Hiie, lead regional coordinator for World Cleanup 2012, explains plans for conferences in DC and San Francisco and the recent launch of Let’s Do It’s campaign to organize 17 world regions and millions of volunteers.

Volunteers and media can learn more about World Cleanup 2012 on the web, or contact Hiie at Irmelin@letsdoitworld.org.
